Mount the Horizontal Stabilizer(HStab)

Mount the Horizontal Stabilizer(HStab) to the rotating base via carriage bolt and large thumb screw. Crank down on the screw to keep it tight against the rotating base. The picture here is how NOT to mount the HStab. Align the edges on the side so that the green line and red line meet.
